Bug#1062756: cryptsetup-initramfs Debian bug with libpam-tmpdir and /tmp mounted with noexec

This is not a bug in a downstream distribution.

To reproduce this bug in Debian:

1) sudo apt install libpam-tmpdir

2) Mount /tmp with noexec.

Could this be fixed in Debian please?
