Jonas probably hadn't this file installed as we don't provide it in the Debian package. However, I briefly tried this morning with the Debian package AND adding the chgpasswd PAM file which you provide in the original source and it failed the same way Jonas described. I also tried copying the /etc/pam.d/passwd to /etc/pam.d/chgpasswd and it failed the same way. Anyway, we currently don't intend to support PAM in utilities such as this one (or chsh, chfn and the like. We will maybe do it in the future but we won't use dedicated files for that as the Debian PAm maintainers are nor really OK with us multiplying PAM config files. )
