The same happens when you # > b # ... --bootloader b ... and you need to printf '\0' > b for vbutil_kernel to accept it. This appears to be a fake restrixion ‒ AFAICT the boot bundles on my chromebook are all-zero anyway, and booting with the single-NUL-byte bootloader works. So the --bootloader option should be optional, or it should correctly accept empty files.
