The bug http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=306933 might have been fixed in the latest version of Evolution in Debian. The user interface for choosing SSL encryption for SMTP has changed, so I suspect the bug has been fixed. Can you confirm this?
