zabbix_sender (along with its man page etc) is currently part of the
zabbix-agent package. For future Debian releases please consider moving
zabbix_sender (along with its man page etc) to a separate package, probably
named "zabbix-sender".

Doing this would address two issues. Firstly, it would simplify
installing zabbix_sender alongside zabbix_agent2 (provided by the package
zabbix-agent2) whereas currently achieving this requires installing both
the zabbix-agent & zabbix-agent2 packages and then having to disable (and
possibly mask) zabbix-agent.service because zabbix_agent and zabbix_agent2
perform a similar role and attempt to listen on the same port. Secondly,
there can be legitimate cases for needing zabbix_sender without either
zabbix_agent or zabbix_agent2.

Doing this would also match how Zabbix's upstream Debian packages have
zabbix_sender packaged separately from zabbix_agent and zabbix_agent2.

To help with the transition for upgrades, it would probably make sense for
the zabbix-sender package to be added to the Recommends (or at least the
Suggests) of the zabbix-agent package.
