Adding some context to Steve's mail.

One use-case that `dget` offers that `apt-get source` does not is the ability to download a `.dsc` plus related files from "non-Debian mirrors" (such as but not limited to mentors.debian.net) without requiring archive metadata such as Sources + Release.

This use-case is `dget https://.../foo_version.dsc` rather than `dget foo`.
