The problem here is that the python3-astropy-helpers package is not
ready for Python 3.12, see #1058104.

Astropy-helpers is EOL upstream, therefore I think we should no longer
rely on that package.
For astroquery, there is a merged Pull Request for Python 3.12 compatibility
https://github.com/astropy/astroquery/pull/2838
This includes switching astropy-helpers to a personally-maintained
version. IMO the best way would be to include that directly in the
astroquery package until astroquery gets rid of astropy-helpers completely.
