Looking at this, I don find any issues with the Makefile dependency chain itself.

I think this is likely a problem I already fixed back in February in commit 5dcc6d4.

There have been a few commits since v1.1, I think a v1.2 is probably overdue at this point in any case.

Chris, do you want to confirm that patch fixes the issue in the Debian build environment? And if so I can just make a 1.2 including it. Do you think that would be the most practical course of action here?
