It seems to me that the problem is in the gsfonts-x11 or gsfonts
packages.  They do not appear to re-run mkfontdir when they are
updated.   I checked my copy of /usr/share/fonts/X11/Type1/fonts.dir and
it was incomplete. 
After I ran:
mkfontdir /usr/share/fonts/X11/Type1
Flash fonts appeared right away.  There were a lot of new entries in the
fonts.dir after I'd run mkfontdir, and this is what leads me to the
suspicion that the gsfonts packages are the problem here.  I've been
paying close attention as updates have been applied and I've seen both
of these packages updated since I began having this problem.
