Bug#1051362: Bug is absent if file structure exist? initial data import)

I have used version 3.6 from github and import some data. Then I have
started debain version 3.5 and all is work pretty good (and import of
data too). It's possible that there were problemv with creation dirs of
files in config or data directory.
