I run a Debian/testing system.
On email lists, some people report this fixed the problem:
        gtk-update-icon-cache /usr/share/icons/hicolor/
It didn't work for me, probably because I'm using a non-default theme
with non-default icons.  Changing my theme to use default icons fixed
the problem.  How to make this change is described below:


>From the desktop panel select: Desktop -> Preferences -> Theme  This
opens the "Theme Preferences" window.  
Click the "Theme Details" button.  This opens the "Theme Details"
window.
Click the "Icons" tab.  Select "GNOME" from the list. Click "Close".  
In the "Theme Preferences" window, Click close.
Restart evolution 2.6.  The icons should be there.
