I can confirm that upgrading to texlive-base/2023.20230613-3 from unstable (which pulls some 3 GB of other packages, in my installation) seems to fix the configuration error. I think this kind of mismatches should be prevented with slightly tighter package relationships (Breaks, Depends, ...).
