TBH I'd rather keep it in there, I don't know enough about libgeotiff
so I can't know if I would notice if it dropped the libproj-dev
dependency some day, and then Xastir would stop using it without the
build failing.
PROJ is a hard dependency of GeoTIFF, several of its headers include
proj.h hence the dependency from libgeotiff-dev. It's most unlikely that
GeoTIFF will ever stop requiring PROJ, so the proj dependency will stay
until that changes.
