the internal shipped version of RNP is typically the most recent
upstream version. To me it's very unlikely that the problem you is based
on the internal RNP version.
There is #1043138 which was about a similar problem, seems there the
issue could be solved by re-importing the secret key. Alexis (Reply #20)
could solve his issue too by a re-import.

Otherwise I can "just" suggest to do the classical dance of debugging
and starting with a clean profile too. I still can't reproduce this
problem on any of my installations.
The failure message is rather unspecific: "Sending of the message failed."
Open the JS console might bring more clue what probably might be go wrong.
Crtl + Shift + j
or the command line option '--jsconsole' will do the trick.
