The mailer configuration variable is /usr/bin/mail as it has been.
You need to use sendmail, as set by
/usr/share/logwatch/dist.conf/logwatch.conf
Maybe you have old configuration files in /etc/logwatch/conf ? (The
config files there are no longer needed, except if you want to make
local modifications.)
