I'm filing this bug report just as a reminder for the release team what's needs to happen. Basically, we agreed about it in the bus already: debianutils needs to pre-depend on mktemp (so that after unpacking the new version 2.16 the mktemp binary is still available), and mktemp needs to become essential itself.
