I got an answer from Karl Berry: I removed it from TL after 2019. I didn't try to look up why. I've just now reinstalled it, with abstract.bst in the runtime and all the rest ofDavid Kotz's (aside: we were undergrads together 😄 the bibtools package from whence it comes in the source/ tree.
So chances are good, that one of the next CTAN checkouts contains the files again. I tag that bug as pending and fixed-upstream and hopefully remember later on.
