This is mandated by emacsen-common policy, point 5C

/usr/share/doc/emacsen-common/debian-emacs-policy.gz

AFAIR, this is done to ensure that emacsen-common is configured before
add-on package is configured. This was discussed in a rather old
thread started by
https://lists.debian.org/debian-emacsen/2010/07/msg00000.html

emacsen-common is a rather small package with no dependencies, should
not be a big problem, this was considered a reasonable compromise by
emacs maintainer.
