Open the GNOME Tweaks app. Scroll down the left sidebar to the panel named Windows. In the main panel, scroll down to the Window Focus section. Click to Focus should be selected. I haven't spent much time trying to navigate the GNOME Tweaks app with the keyboard and screen reader. It may not be a great experience. Thank you, Jeremy Bícha
