As discussed on #990259, PolicyKit-gnome is no longer maintained upstream
and was archived: https://gitlab.gnome.org/Archive/policykit-gnome

The most recent non-translation change appears to have been 2011. This seems
bad for a security-sensitive component.

Let's bump this to RC in trixie so it is removed from testing then.

This should give rdeps ample notice and once all are updated, we should consider RMing the package.
