Bug#1031249: VLC 3.0.18 crash FIXED with downgrade of libva2 libraries to 2.14.0-1

I've verified that by downgrading these libva2 libraries from  2.17.0-1 to 
2.14.0-1, VLC_3.0.18 works fine again:
    libva-dev=2.14.0-1
    libva-drm2=2.14.0-1
    libva-glx2=2.14.0-1
    libva-wayland2=2.14.0-1
    libva-x11-2=2.14.0-1
    libva2=2.14.0-1
    intel-media-va-driver=22.4.2+dfsg1-2   (downgraded from 23.1.0+dfsg1-1 only 
to avoid removing the package).
Therefore this bug should be reassigned to the libva2 package instead of vlc.
