Since protobuf was updated in unstable only recently, reuploading all (build)dependencies to unstable could not be completed in time for freeze and security team requested it to be kept only in experimental to avoid confusion for users (many open security issues and a very old version in unstable, whereas experimental has all the latest security updates).
We will try to reupload to unstable after freeze is lifted.
