@maintainer: Excuse my bluntness, but is there a reason to *not* just replace "10" with "12" as shown below, and previously done in commit 334e9afa ("Switch to using gcc-10 rather than gcc-9. Closes: #978521")? The resulting shimx64.efi boots fine here.
