xlsview is hardcoded to use netscape. If netscape is not installed, it just quietly loses. There are all sorts of things it could use (x-www-browser, check an envirnment variable, search for N browsers known to work, like netscape, mozilla, and firefox) but the way it works is pretty disfunctional. At the very least, the man page should say that netscape is required, so you don't have to read the source to find out why "xlsview foo.xls" does nothing.
