The embedded copy has been removed from the upcoming release.

urllib3 from version 2.0.0 will not use six, yes, but for now we have to
keep the dependency: version 2.0.0 is still alpha and since Debian will
freeze soon, I don't plan to package 2.0.0 for unstable.
I will package it for experimental, but not right now.
