Package: amavisd-new
Version: 1:2.4.0-1

When upgrading from version (1:2.3.3), as expected, when a configuration
file from the previous version has been modified you are asked if you
would like to keep it or replace it. If you replace it, a backup copy
of the file is created and left in the /conf.d directory effectively
overriding any settings in the new file.

ls -l /etc/amavis/conf.d

<...>
-rw-r--r-- 1 root root 9068 May 10 13:38 20-debian_defaults
-rw-r--r-- 1 root root 8991 Feb 17 11:17 20-debian_defaults.dpkg-old
<...>

Not sure what to suggest (if anything).
