After hashing this out with Steve on irc, we figured out that a good method would be to provide a symlink in /usr/X11R6/lib/X11/fonts/encodings/encodings.dir pointing to /usr/share/fonts/X11/encodings/encodings.dir. The encodings.dir would also contain the only absolute paths so that the fonts will always be found if either the symlink or actual file is looked at. I've patched xfonts-encodings to do this, and I'll be uploading the fix shortly. Please re-open this bug if this fails to fix the problem for some reason.
