Looks like it, as they don't take email. Well, at least you fellows
can add "confirmed" headers to them in the cases I'm not off my rocker.

That's my big problem. I use a costly modem connection for 10 minutes
every three days, here in rural (beyond ADSL boundary) Taiwan, so all
my connections must be batch jobs.  So I have to thank you for being
my middleman.

That's bugzilla's accessibility bug #1 for me: "assumes interactive
connection, excludes email-only users".
