It is incorrect. isolatin1.sty is included in tetex-extra package,
and is not included in latex209-base package. You should call the
following command:
dpkg -S `locate isolatin1.sty`
to check what package provides isolatin1.sty file.
Therefore, I believe that this bug is not related to latex209-base
package at least, and will close it.
