It works after downgrading texlive-latex-base to 2022.20220605-1.

Testcase:

$ cat test.tex
\documentclass{article}
\usepackage[utf8x]{inputenc}
\usepackage{hyperref}
\begin{document}
.
\end{document}

Many thanks for your minimal example. According to upstream (David

Carlisle) one should avoid using utf8x and instead switch to utf8 instead (see [1]). Consider to replace utf8x to utf8. Feel free to call back if this does not solve the issue.
