The problem lies in the script /etc/init.d/ntp-server
It is buggy.
If the user "ntp" does not exist it will
echo "User $USER does not exist" >&2
which will print
User <current user> does not exist
...
This one is kind of amusing but serious bug.
It can provoke a heavy existence crisis.
