Sure: the following menu entry should do:

hints="Config,Admin,Gnome,Debconf"\
icon="/usr/share/pixmaps/gkdebconf-icon.xpm"\
command="/usr/bin/gkdebconf"
----------------------------

The idea is to choose the hints so that similar packages will have
similar hints. The webages below give you examples of hints in use
and their frequency:

<http://people.debian.org/~ballombe/menu/hints_freq>
<http://people.debian.org/~ballombe/menu/hints_alpha>

For example:
28      "Gnome"
9       "Admin"
7       "Config"

If there is too many packages in 'Apps/System', menu [0] will create a new
subsection according to hints, for example it can pick Config and move
gkdebconf to Apps/System/Config.
