As a user who installed their Debian system via the installer, I have
no clue whether or not I use systemd-boot.  Reading the manpage for
systemd-boot left me no clearer.  Since this may well be critical for
systems to be able to boot, it would be extremely helpful to give the
administrator some pointers on how to work out whether or not they are
using systemd-boot.

The default boot loader in Debian is grub2, this hasn't changed.
To use systemd-boot, you needed to manually set it up.

So if you don't know whether you are using systemd-boot, you are not using systemd-boot.

To me the NEWS entry is pretty clear. That said, feel free to propose a changed/modified text via a MR.
