Because I think that they are separate and distinct bugs:

#278990 says that mutt runs firefox and deletes the file before
firefox opens it (if firefox was already running).

#284174 is about apt-listchanges not working if a (root?!) browser
session is already running.

I can reproduce the first one but not the second one.  If the first
one was happening during the second one, then I would expect the
behaviour of the second to be "firefox opens a blank tab or warns
about a nonextant file" (which is wasn't).
