But xfonts-encodings is not a font package (it's a font infrastructure package), so I don't think 11.8.5 applies to it. So if I understood it correctly, an exception needs to be added to the lintian code for "package-depends-on-an-x-font-package" in order to not trigger on xfonts-encodings.
