snice has no effect on process priority anymore, neither when invoked with the
process
name, nor with a user name.
With version 3.3.9 it worked fine. I did not test versions in-between.
Running a process of:
sleep 3600
And doing:
snice +20 sleep
Results in the following strace snippet for 3.3.15:
