Admittedly, I do not understand this very well, I do see this binary package
being built by
the buildd machine here:
https://buildd.debian.org/status/fetch.php?pkg=fpga-icestorm&arch=all&ver=0%7E20220102git3b7b199-3&stamp=1642690494&raw=0

I do see the binary package in testing as well:
https://packages.debian.org/bookworm/fpga-icestorm-chipdb
I even see this in testing
$ sudo apt-get --simulate install fpga-icestorm-chipdb
Reading package lists... Done
Building dependency tree... Done
Reading state information... Done
The following packages were automatically installed and are no longer required:
libc-devtools libu2f-udev
Use 'sudo apt autoremove' to remove them.
The following NEW packages will be installed:
fpga-icestorm-chipdb
0 upgraded, 1 newly installed, 0 to remove and 1138 not upgraded.
Inst fpga-icestorm-chipdb (0~20220102git3b7b199-3 Debian:testing [all])
Conf fpga-icestorm-chipdb (0~20220102git3b7b199-3 Debian:testing [all])
Could you please clarify this bug report a little?
Regards,
Nilesh
