There are four debian/opencpn* files listed. This does not make sense. Please list the source files,
e.g. data/tcdata/harmonics-dwf-20210110-free.tcd instead of debian/opencpn-data/DEBIAN/md5sums with
a line referring to usr/share/doc/opencpn-data/harmonics-dwf-20210110-free.tcd.gz.
That file is released into the public domain, as specified by the documentation coming with
https://flaterco.com/files/xtide/harmonics-dwf-20210110-free.tar.xz, so GPL-2+ is wrong.
You can remove the GPL-2 standalone paragraph with the Files:
debian/opencpn-data/usr/share/doc/opencpn-data/copyright paragraph. It has "Copyright (c) 2021 by X.
Ample" ...
Why do these things show up in your new version? They are not in the
5.2.4+dfsg-1.
