The project at https://github.com/linuxenko/chkservice has numerous unresolved open issues and pull requests, and has not seen any activity for some time. According to GitHub, linuxenko herself has no recent activity, her twitter says the samr thing. I am not sure what the process is for this situation, but the project has 2 open RC bugs right now that kept it from entering bullseye, and due to this information I doubt they will ever be fixed upstream.
