The kcontrol module is what creates ~/.gtkrc-2.0.

Yes, that's a bit worrying, but as you mention, it's it being dealt with in 
another bug report.

Still pondering. One way could be to set GTK2_RC_FILES environment variable 
and avoid ~/.gtkrc-2.0 since it overrides the GNOME settings. I'll have to 
talk with upstream about this.
