A severity: serious bug on an experimental-only version of a package is
never RC, because a package in experimental is not a release candidate.
Build regressions should still be marked as serious so that they can be
tracked.

In this case, if the unstable version of the package builds, you can simply
close the bug with the appropriate version info.
