I appear to have just been burned by this setting up my new Pi 4B 4GB. I likewise found that stealing just cyfmac43455-sdio.clm_blob (which brcmfmac43455-sdio.clm_blob is a symlink to on my system) from 20210315-3+rpt3 and reloading the driver made everything happy and functional...
