cryptsetup build-depends on libsepol1-dev which is no longer built by the libsepol source package. The package is completely gone from testing, in unstable it is still present as a cruft package, but is not usable for building cryptsetup because the current version of libselinux1-dev conflicts with it. I suspect (but have not tested) that you need to change your build-dependency to libsepol-dev.
