I managed to get around this issue by patching /usr/lib/x86_64-linux-gnu/cmake/expat-2.4.1/expat-noconfig.cmake, but this has to be fixed in the appropriate package. >> By the way, building pystring failed for me too until I dropped its >> debian/gbp.conf.
