According to the copyright file, pgf is distributed under the LPPL, a
non-copyleft DFSG-free license.  However, this is wrong:  There is no
central copyright file in the upstream tarball, and many individual
files have a GPL header (although upstream should be urged to change
"GNU Public License" to "GNU General Public License").

Furthermore, the images in doc/pgf/images don't have a license statement
at all.  Same for some minor files, like INSTALL, but this one is
probably not copyrightable material.  It wouldn't hurt, though, if
upstream would cover them, too.
