Hmm, is the file /sbin/start-stop-daemon not present at all? Or is
it present but dpkg is just unable to find it? If the latter then you
should probably check whether your PATH environment variable contains
/usr/sbin and /sbin in it. If the former, then my first suspicion would
be on the messed up merged-/usr used by default by Debian. :/
