Hmm, weird: the modules in question should be provided by proftpd-mod-wrap & proftpd-mod-crypto, should should have installed. Could you check if the files /usr/lib/proftpd/mod_tls.so & /usr/lib/proftpd/mod_wrap.so do exist?
