The missing dependency alone is already an RC bug, correcting the severity back to RC. > It would be a pity to not have it shipped in bullseye. It would be a pity if noone bothers enough to get this package in a shape so that it can get shipped in bullseye. Unfortunately the bug report mixes what looks like two different issues: 1.
