Someone knowledgable from the postgres team would have to comment on
this, but they are probably not in the loop.  However, in #986975
("libgdal28: please add Breaks: libgdal20") Bas Couwenberg talked
about how PostGIS users are expected to anticipate and prepare for
such problems since upgrading it through migration (as opposed to
dump/restore) is not always guaranteed to work.
