It claims that "systemd (247.3-5) unstable" fixes it. I have udev 248.3-1
and it is not fixed.

The part in udev-udeb is fixed in 247.3-5.

Regarding sysvinit, you probably need to have a look at
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=968199

I see - I had initscripts:x32 version 2.95-4, which is not upgraded
anymore. When I manually upgraded it to initscripts 2.96-7, the bug is
fixed.

So, you can close this bug report.
